Even when you buy property or apply for a new loan, it is mandatory to submit an address proof. This is where the Ration card will do the needful and help avoid unnecessary trouble. Further, when you apply for a new phone connection or maybe even a passport or a PAN card, the Ration card will serve the purpose as your address proof. These days, the ration card can also be linked to your Aadhar card, which in turn can be linked to your bank account, thus serving as a multi-purpose document that facilitates a number of tasks.

The Ration Card, however, is a bit different from the other identity proofs. This legal document serves as an authenticated identity proof for your whole family since it comprises of your parents’ details, the number of family members and children, photographs of each of the members, etc. It is thus several individual ID proofs all rolled into one single, coherent document called the Ration Card.

The ‘Akshaya Project’

The Department of Civil Supplies initiated the ‘Akshaya’ project in 2010 August wherein citizens can apply for a ration card through the online portal. The Akshaya called the ‘Gateway of Opportunities’ for Kerala citizens offers several services in the interest of rural and urban empowerment and economic and social growth of the state.  The Akshaya project further aims to bridge the gap between those rich in information and those without it. The project provides several e-Governance, e-Learning, e-Business, and e-Payment services to the common citizens. The Akshaya network comprises of about 3000 e-Kendras throughout the state.

The project has functioned as a catalyst in propagating growth and development across various regions in Kerala.

How Can I Apply Online for Ration Card in Kerala

The two principal types of cards that prevail in the state of Kerala are the ‘Priority’ or the Below Poverty Line (BPL) ration cards and the ‘Non-Priority’ or the Above Poverty Line (APL) cards. Further, there are also the ‘Antyodaya’ ration cards for the poorest of the families that cannot manage a stable income. This includes daily wage earners, old women, and men, laborers, etc.

There is also a color-wise categorization of the ration cards- Blue, Pink, and Red based on the family’s income levels. The Blue cards are issued to those below the poverty line to enable them to obtain kerosene at subsidized rates.

As per the new mandates, the households which have a priority ration card will get rice at a subsidized rate of Rs. 3 per kg and wheat at Rs. 2 per kg.  The APL card owners, though, will have to purchase commodities at the same present rate.

When applying for a new ration card in the state of Kerala, you need to fulfill certain legal formalities that include submission of the necessary documents for your identity verification. Keep these with you at all times whether you apply for a new ration card online or offline:

  1. Self-Declaration and Certificate from the Pradhan or the Ward Councilor in the prescribed format.
  2. Proof of date of birth- 10th pass certificate or your birth certificate will do.
  3. Residence Proof in the form of Voter ID Card, PAN card, Passport, Driving License, etc.
  4. Head of the family’s passport sized photographs.

How to Apply for Ration Card in Kerala

If you are a resident of Kerala, application for a new Ration Card is a simple process. Make sure, though, you follow all steps carefully. For the benefit of citizens, the Government of Kerala provides three methods to apply for a ration card with ease. You can follow anyone based on your personal choice and preference: the online method, application through Akshaya Centres and application through TSO/DSO offices.

Online Method to Apply for Ration Card in Kerala

You can apply online to procure a new ration card. The Website of the Civil Department of the Government of Kerala provides a simple online application form that needs to be filled in carefully, complete with all details.

Step-1: Log on to the online portal of the Civil Services Department at this link: http://civilsupplieskerala.gov.in/

 Step-2: If you are prompted to enter a barcode number, choose the option ‘No’. Create a new account by filling in your credentials and details.

Step-3: Once you’ve finished with entering all details, click on the Submit option. After successful account creation, you will see an activation link. You need to click on the option ‘Activate Account’ to finish account activation.

Step-4: Log on to the online portal using the user ID and passwords that you chose at the time of filling the registration form. Since you do not have a ration card, you will see three options: issuing a new ration card, Certificate of Non-Inclusion and Certificate of Non-Renewal.

Step-5: Choose the right option that pertains to your case, i.e., issue a new ration card. Choose the link that says, ‘New Application’.

Step-6: You will now be faced with a form that needs to be filled in carefully. Double-check the data that you enter.

Step-7: The next section of the form would require you to upload all necessary documents needed while applying for a new card. Make sure the documents are all in pdf format with a size smaller than 250 KB.

Step-8: This is the final submission stage. Crosscheck all entries before you hit the Submit option. Finally, print the duly filled form and take a note of the date and application number. Once your application is successfully submitted, the screen would display your ‘Application Status’, Details of Payment and the Objections, if any.

Step-9: Carry all your original documents along with the processing fee, the ration card cost and the printout of the form you just submitted online to the TSO when the latter notifies you of the date your (the applicant’s or the head of the family’s) photograph would be taken.

Offline Method to Apply for Ration Card in Kerala

No doubt, the online process to apply for a new ration card is smooth and hassle-free, but, keeping in view the limited internet accessibility, especially in remote regions, the Government of Kerala has provided two other offline methods to apply for a new ration card.

Applying through the Akshaya Centre

Step-1: Carry all the requisite documents to the Akshaya Customer Centre. The Customer Service Executive will take a photo of the applicant and verify all the documents.

Step-2: You need to pay the processing charges needed for getting a new ration card. In addition, the handling fee for the Akshaya Centre has to be paid at this time.

Applying through the TSO/DSO Offices

Step-1: For a minimal fee of Rs. 5, you can obtain the application form for a new ration card from the TSO/DSO office.

Step-2: Existing Ration Card, if any, needs to be submitted along with the duly filled new application form. Further, carry all documents required for they will be verified at the TSO/DSO office.

Step-3: After successful verification, the new ration card is issued within 15 days.

Change of Address in Ration Card:

Step-1: Visit the website of the Civil Supplies Department and proceed to the ‘Forms to Download’ section:

Loss of Ration Card

In case you lose your ration card due to any unforeseen situation, proceed without delay to your TSO/DSO office and seek help. The personnel there would guide you to do the needful in the process for application for a new card.

Temporary Ration Card

A temporary ration card can also be issued to citizens. The primary use of such cards is for relief during emergency situations. They typically remain valid for a period of a few weeks. The proof of residence along with the Certificate of Income need to be submitted along with the duly filled, complete and error-free application forms to the TSO office.

The temporary ration card is issued within 7 days of submission of relevant documents and formalities.

This is indeed a very welcome initiative by the Government of Kerala that seeks to empower women and establish their importance in families, bringing them at par with men.
